Applicants must be Have resided in San Diego County for at least one year Be at least 25 years old, Have never attended college and will be pursuing a degree at an accredited community college or four-year university in San Diego County, Have a record of involvement in their community as demonstrated by their extra-curricular activities, community or church service or work experience, Have a demonstrated financial need, Be United States citizens or permanent residents.
