New York Social Work Licensure by Endorsement (Reciprocity)
New York does not offer true reciprocity for social workers. Instead, it uses a licensure by endorsement pathway, meaning you must demonstrate that your existing license and qualifications meet New York’s standards before a license is issued.
The process is handled by the New York State Education Department (NYSED) — Office of the Professions, and applies to both LMSW and LCSW applicants coming from another state.
Who qualifies for licensure by endorsement?
- Social workers currently licensed in another U.S. state
- Applicants whose education meets New York’s requirements (typically an MSW from a NYSED-registered or substantially equivalent program)
- Applicants who have passed the required ASWB exam for the license level they are seeking
What New York evaluates
New York does not automatically transfer licenses. Instead, NYSED reviews your:
- Education: Must meet New York’s MSW standard (registered or substantially equivalent)
- Examination: Must have passed the appropriate ASWB exam (Masters for LMSW, Clinical for LCSW)
- Experience (for LCSW only): Must meet New York’s supervised experience requirements
How to apply
- Submit an application through NYSED’s licensing portal: NYSED eServices
- Request verification of your out-of-state license
- Have your school submit education verification (typically Form 2)
- Submit ASWB exam scores to NYSED
Important things to know
- No automatic license transfer: Meeting another state’s requirements does not guarantee approval in New York
- Education is critical: NYSED may deny endorsement if your MSW is not considered equivalent
- LMSW vs LCSW matters: LCSW applicants must meet New York’s clinical experience rules, even if already licensed elsewhere
